Abstract |
Background. The problem of Russia’s conversion to the innovative path of development often encounters the quality of population, in particular, the unreadiness of Russians to apprehend and use political, economic and social innovations. It becomes an important feature of human capital in regions and subjects of the Russian Federation. The competition between subjects of the Russian Federation for resources, subsidies will determined to a large extent by the quality of human resource development in a region with its particular indicator being the ability of population to apprehend and use technological innovations. As for the indicator of the degree of population’s innovative character, the authors suggest to use the indicator of “population’s readiness to switch to electronic passports” as such. On this basis it is possible to give recommendations on adjustment of work with regional population.The aim of the study is to reveal Penza region citizens’ attitude towards innovative forms of state record and supervision of population. |
